Archbishop Michael Patrick O'Connor Cox (born 1945), ordained on 1 January 1978 and consecrated a Palmarian bishop on September 9, 1977 by Ciaran Broadbery. Neither ceremony was recognised by the Roman Catholic Church. On 19 May 1998, Cox, acting in the name of his own Latin Tridentine Church, consecrated Fr. Pat Buckley a Bishop. Since he had no authority from the Vatican to do so, both Cox and Buckley were deemed excommunicated. The Church deemed Buckley's consecration "valid but illicit".

Cox made headlines again in April 1999 when he ordained rock singer Sinéad O'Connor—who had formerly torn up a photo of Pope John Paul II live on television;a priest in a ceremony in a Lourdes hotel bedroom, with O'Connor assuming the name Mother Bernadette Mary after six weeks of theological study. Allegedly, O'Connor had offered Cox IR£150,000 at the time and offered to pay for Cox's hernia operation before Buckley objected, claiming the donation to be tantamount to simony. Cox had two days earlier attempted to set up a premium rate "phone-in" confession and prayer service.

In 2004, Cox commissioned an old trawler, consecrated it and renamed it "The Little Bishop" in order to protest against the abortion ship being sailed into Ireland by pro-choice group Women on Waves.
