He was part of David Stockman's Office of Management and Budget transition team in 1981 along with Alan Greenspan and Larry Kudlow.
He has served as director of economic research at the Hudson Institute.
He has served as vice president and chief economist at Polyconomics.
Reynolds studied economics at UCLA and at Sacramento.
Work by Reynolds was influential in the decision by the Australian Government to cut the capital gains tax rate in 1999.
