Richard Peterson is a chess expert rated by the United States Chess Federation. He is a scholastic chess organizer best known for his efforts to break up, take over or compete against the USCF.

In 1999, Peterson organized the National Elementary Chess Championship in Phoenix, Arizona. The tournament ended in controversy when many of the young players became ill with food poisoning from a food concession stand Peterson had set up at the tournament. Peterson was also accused of selling bottled water to the players instead of giving them free water. Most importantly, a controversy broke out with the USCF over the right to sell t-shirts to the players. Peterson claimed that USCF scholastic coordinator Beatriz Marinello had forged Peterson's signature to the contract which gave the USCF the right to sell the t-shirts whereas the real contract gave Peterson the right to sell the t-shirts.

As a result, Peterson and the USCF filed lawsuits against each other in Arizona Superior Court. The litigation ended when Peterson filed for bankruptcy.

Peterson then moved to Northern California and in 2002 a new controversy arose when Peterson made a deal with USCF Executive Director Frank Niro under which players in his tournaments could join the USCF for only one dollar rather than paying the normal minimum dues of $13. 250 players joined under the one dollar plan, almost none of whom renewed. Frank Niro subsequently barred Peterson from advertising in Chess Life magazine. Peterson filed a lawsuit against the USCF for this, but subsequently withdrew his case.

Peterson then became Treasurer of the California Chess Association. A new controversy broke out when Elizabeth Shaughnessy became president and effectively barred Peterson from running for re-election, claiming that Peterson was not a resident of Northern California. Peterson retaliated by running off with almost the entire treasury of the California Chess Association. A lawsuit was filed and in 2005 Peterson returned the money.

Peterson has since then dropped out of chess and his present whereabouts are unknown.

Peterson has been married several times but in a court deposition in Arizona testified that he cannot remember the names of all of his wives. His current wife is Sri Lankan.
